Is it true that vista (x86 X64) does not support USB1.1? I have two usb 1.1 cameras that I can not get to work.

Vista supports my USB 1.1 devices. What makes you think it wouldn't support yours? Did you try your device(s) before asking the question?
That is what I also have been told and have read in some places, so yes, only USB 2.0.

If Vista did not support USB 1.1 then a USB mouse would not work.
Well, I am by far no expert, for sure, but I have read several different articles that have made mention of Vista not having 1.1 support. I also don't have any 1.1 devices laying around to test, and am not above believing that the articles I read were either wrong or outdated. So I hereby officially retract my statement and change it to "It may be so, but I am not sure."

It does... if you look in dev manager you'll see standard OpenOHD and standard Enhanced PCI to USB, USB entries with enhanced being usb2 (as long as teh MB supports usb2).

By chance I've got a 16mb USB 1.1 flash drive laying around, so I decided to test it. Vista had no trouble recognizing the drive or the fact that it's formatted in FAT. So I guess the best test would be to plug in the device and see if it works.

I just tested my USB1.1 bus powered 250MB Zip drive in both Vista x86 and Vista x64. I was recognized and driver installed by the OS, and was 100% usable in bot OS's. I had forgotten I had the Zip drive since I started using the USB Flash drives.
So, the rumor is totally FALSE! USB1.1 devices are fully functional in Vista, both x86 & x64!
